QUALIFICATIONS:
Masters degree in emergency health services administration or business administration (or equivalent) preferred with combination of work experience; extensive supervisory/leadership experience in the business of emergency medical services and/or medical transport programs, agencies; REQUIRED: baccalaureate degree in nursing; minimum of 5 years of recent experience in practice; active, unrestricted registered nurse license. Achieves and maintains Certification as a Medical Transport Executive (CMTE), within two years of starting the position. Effective written and verbal communications skills are required. Must have the ability to problem solve, develop business and marketing plans and accomplish assignments and projects.
Reporting direct to the Administrator of Public Safety (with matrix reporting to the Chief Nursing Officer), the Director of Medical Transportation exercises the direction and responsibility of day-to-day operation of MedEvac (air medical flight program) and other modes medical transportation, including supervision of MedEvac employees, the direct oversight of transport operations and related communication functions, educational activities, public and community relations, and general administrative functions including record keeping and fiscal responsibilities. Serves as an assistant contact on operational and contract matters involving vendors serving MedEvac and represents the medical transport vendor as a shared position.
RESPONSIBILITIES:
A. Leadership
Serves as an advisory member of the Hospital’s management and leadership team in regards to all functions, services and imagery regarding MedEvac and medical transportation in general.
Keeps abreast of all local, state and national news and trends, regarding medical transportation, and keeps the executive team informed regarding trends, legislation and political issues that may affect MedEvac.
Supports, institutes and insures adherence to medical protocols developed by the MedEvac medical director and medical advisory committee for activation of helicopter missions and referral of such transports to receiving hospitals.
Assist with leading the development, tracking and reporting of operational data and financial reports regarding the monthly and year-to-date operational and financial performance of the transportation department, to be submitted to executive management monthly.
Serves as the assistant principle team member for executive management to research and report on strategic planning and project development regarding medical transportation.
B. Administration and Finance
Assures proper maintenance and safeguarding of all necessary clinical and operational record keeping related to MedEvac. Assures development, implementation and maintenance of various statistical reports of medical transport activity of MedEvac.
Assist in development, process, preparation and submission of operations and capital budgets for the transportation department, and assures fiscal accountability for the assets and liability of the transportation division of the Hospital, and maintenance of financial operations in line with budgeted targets.
Ensures appropriate controls are in place for effective management of MedEvac operational resources. Provides appropriate financial and budget reports to his/her immediate supervisor.
Ensures policies and procedures are in place for requisition of capital equipment, disposable supplies and controlled medications.
Assures appropriate, effective communication exists between MedEvac, the billing office and various third party payers, intermediaries, other receiving hospitals, etc.
C. Program Development and Operation
Assist with the responsibility for development and implementation of operating policies and procedures for helicopter transports; for appropriate training and continuing education programs for MedEvac crew members to maintain high degree of skill and safety in the program.
Should have a working knowledge of Safety Management Systems (SMS), Just Culture and Quality Management Systems (QMS) using the Baldrige standards of practice as a guide to quality in the health care setting.
Will be responsible for integrating the MedEvac crew SMS program into the vendor’s SMS program to enhance Crew Resource Management (CRM) between pilots, mechanics and clinical crew members.
Serves as a contact to aviation vendors serving MedEvac to insure that aviation support is sufficient to enable MedEvac and LVHN to meet its’ clinical and operational mission profile and objectives. Serves as the day-to-day representative of MedEvac in administering the written agreement between MedEvac LVHN and the aviation vendor.
Serves as the primary contact with regional ground ambulance providers to ensure the appropriate use of ground vs. air resources in the region. Assists with contract negotiations between the Hospital and ground vendors for general and specific use ground (specialty) services. Must demonstrate neutral positioning between competing ground ambulance services seek provider relationships with the Hospital.
Manages ground ambulance services acquired by the Hospital.
Monitors the performance of the aviation vendor to insure that unquestionable safety standards are achieved with regard to MedEvac.
Maintains liaison with various public safety, emergency management services (disaster preparedness) and transport licensure, regulatory and/or accrediting bodies and other transportation related agencies. Insures that state, local and national operating requirements are met or exceeded by MedEvac.
Regularly communicates with institutional representatives of sending and receiving hospitals within the LVHN primary and secondary market areas to measure their satisfaction with MedEvac services.
Is responsible for seeking, securing and maintaining national accreditation with the Commission on Accreditation of Medical Transportation Services (CAMTS).
D. Outreach Activities
Ensures development, implementation and maintenance of outreach education including landing zone safety, clinical training (STEMI), public relations and marketing programs directed toward users and potential users of MedEvac and LVHN, including hospital staff, physicians, EMS services and the general public when indicated.
Ensures development and implementation of appropriate mechanisms to provide feedback to and from referring parties and notifying them of basic status of patient following each transport.
Serves as a spokesperson for MedEvac with the media, as directed by the of Public Safety.
E. Human Resources
Maintains overall responsibility for personnel administration of MedEvac employees in partnership with Nursing Services, leads the process of crew applicant interviews (in accordance with H.R. policy) for MedEvac hiring, orientation, training, personnel policy compliance, performance evaluation and termination. Works in partnership with the Director of Human Resources in developing any personnel policies unique to MedEvac (out basing pay, travel for education, etc.) with final approval by the /Administrator of Public Safety.
F. Travel and Education
Is expected to travel one to two days a week throughout the primary and secondary service areas to visit MedEvac bases and teams while doing site visits to loyal and potential customers in hospitals and at EMS agencies. Must be a good listener and demonstrate an ability to follow up timely with customers and stakeholders.
Ensures personal currency in the field of air medical (and ground) transportation by attending state, regional and national educational and political meetings. Participates as the voting member of LVHN for related associations in PA and nationally such as Association of Air Medical Services (AAMS).
Maintains personal leadership growth through participation in periodic leadership education programs sponsored by the Hospital or other industry related agencies.
G. Other
Performs other duties, special projects, etc. as required by the Administrator of Emergency Operations & Public Safety
